Questioning our system & society

(Hey this is my first blog , kindly co-operate).

I was wondering who decides on the humps which come up over night on the roads.
You'll find all of a sudden hump overnight & without any signs ( light , sign board,painting etc).
The funniest part is , the humps are meant to reduce vehicle speed & save life .
But these humps many a times is life threatening .
There are many incidents i have heard & come across where such humps have caused serious damages ,injuries & death.

Who is to blame ? BCC ,BMP , Counsellor , MLA ,MP ............. , no one knows.

I feel the resposibilities of such activities has to be passed on to the private agencies.
Each area can be handed over to private agencies where their resposibilities would be to maintain such issues like road,humps,drainage etc.
